1.  Bring the sugar and water to a boil, drop the mint in, and remove from heat. Let sit one hour. Strain through cheesecloth. Take strained syrup, and return to low heat. Add cocoa powder, and whisk until powder is incorporated. Heat 5 minutes, remove from heat and cool. Strain into bottles.
