2.  Mix the confectioner's sugar and flour together in a bowl. Add the milk and mix with a spatula until you have a thick paste. Brush the paste on to the waxed paper in long crisp shapes ( or whatever shapes you like). Sprinkle each one with chopped hazelnuts.

3.  Bake for about 4 to 5 minutes. The mixture will bubble up and look quite transparent, then turn pale gold.
